Page 863 Monies allocated for the Public Health and Workforce Development program will not be subject to budget enforcement procedures. Specifically, balancing the budget, or the "Emergency Deficit Control act". It also cannot be affected by any future budget resolutions made once the Healthcare bill has become law. So no matter what happens, this program will never lose funding.
Page 881 & 890 Preference for government medical grants will go to medical and dental school large minority or disadvantaged student populations.
